Recurring billing

Not sure if this can be answered here, but did PDS implement recurring billing.
Of course, when the web portal was down for a few days, I could not pay my bill. When I finally was able to log back into the portal, it said it was paid by my credit card I have on file. Normally you have seven days to pay the invoice before being shut off this time. My credit card was automatically charged. Not complaining, just this is the first time it has happened. Has this happened to anyone else this week?
