My account was resolved and reset overnight and is working with no issues. Make sure you login to the portal and check your ticket if you don't see an email.
From what I gathered if you made a recent payment in the last 10 or so days the automated script did not reset your account as being active but does show you as not having an active invoice. That's what appears has happened to my account and I put in a ticket to have the account reset to match...

Really up to you. If you do I would do it with a payment method that might get hacked. Until they are back to a secure site with proper SSL in place it is a no go for me.
Good call. The credit limit being what it is would give me the comfort level. I don't think most people would or should have that comfort level. Renewing a cert is fairly easy.

Check your router log if you have one. I find most of my buffering is when someone is port scanning my router or doing something like a DDoS.
