Is there anyway to install a File Manager and then APK's onto a non Android Samsung Smart tv?

As per the title. I was able to install the Smart IPTV app on my samsung tv using your directions but now I am looking to install Mobdro or any other app that will allow my Spanish Father in Law to watch tv in Spanish while in the UK. I am thinking I first need to install a File manager before I can open APK's from the flash drive?

Any help would be appreciated.

Well like your title said . you want to install APK to non APK TVs..
this is not going to work. Recommendation - Return these TVS and get Android TV .

Is there any apps that can be installed (in the same way that Smart IPTV was installed) to access Spanish speaking tv?

quick answer is no.
the best things to do is get a firestick or android tv box and hook it to the tv via HDMI and instal APKs on it
otherwise purchase a spanish speaking IPTV to put on Smart IPTV
